Translation management improvements

Our knowledge base is 1:1 when translating; we don't have custom information for different language markets, and all group/user accesses and article placement/organization should be identical to the primary (EN) setup.
Unfortunately there is no way to automate this and as such we need to double check hundreds of articles and set-ups manually which we don't have resources for.
End goal: enable mirroring of user/group access and article locations when creating localized articles.
