Settings option to only use article IDs instead of ID+Slug / Slug

WHAT: article URLs in front & back end only show the article ID.
WHY: article links with ID-only are immutable and can be shared and stored in other systems safely.
HOW: new toggle button in global settings to enable this behavior, so no other customer is affected.

Desired: ~admin/questions/2690753
Front End URL Example:
Desired: ~helpjuice.com/de_DE/2690753
