search headings in articles

Currently, when using the article search, the hierarchy is:
- Keywords
- Article Title
- Body Text
- Article Subtitle
- Attachments
But it doesn't factor in headings within articles, which I thought was the whole point of adding headings to articles and like SEO and all that. I really feel it should search by
- Article Title
- Headings within articles
- Keywords
- Body Text
and then everything else.
or alternatively...
- Keywords
- Article Title
- Headings within articles
- Body Text

As I understand it, the headings are part of the article text, so the words contained in them are also found when the article text is searched third.
The real issue for me is that the search result shows the highest rated / viewed articles first and only lists up to 20 results.
I.e. it is possible that the article you are looking for is not displayed at all, because it is not called so often.
Searching for keywords does not solve this aspect either, because it is pointless to enter words that occur in the text as keywords, since it is searched anyway.
Browsing the attachments is very important for us, as many of our training materials are integrated as PDFs in the articles.
