Link to Draft Articles Using @ Feature

Currently, the @ feature for linking articles only allows users to link to published articles. This creates a limitation when trying to build mutual links between two new articles.
Use Case:
Let’s say a user wants to link Article A to Article B, and also link Article B to Article A. Since neither article is published yet, it’s not possible to create these links in the first draft. Users are forced to:
- Publish both articles without links.
- Then create new versions of each article to add the links.
- Publish the updated versions.
Suggested Improvement:
Allow users to link to draft or under review articles using the @ feature. Alternatively, provide a way to select articles by title or ID regardless of their publication status. This would improve workflow efficiency and allow more flexibility when preparing new content.
