[UI bug] Public accessibility shows as an option in Internal KBs

The accessibility "Use your knowledge base internally only" is turned on for the KB. However, when we create a New Category, it comes up with the default accessibility "Public". This should be "Internal".
Additionally, newly created articles have the "Internal" access level by default but Public is still available as an option.
