Dashboard "Draft" tag behavior is inconsistent

The "Draft" tag on the dashboard has inconsistent behavior. Here are the behaviors:
- Article has only one Published version -- Tag is displayed
- Article has multiple Draft versions, but the latest version is published -- Tag is not displayed
- Article has multiple Draft versions, but the latest version is published -- Tag is displayed
